This may no longer be true as mod authors such as Jinxxed0 credits RaceMenu as one of the tools he used to create his followers. However, many anime-esque characters have been customized by modders via ECE. RaceMenu vs ECE - I can only speak for the quality of racemenu since I've not used ECE. If we're talking about aesthetic I'll break it down to Player and NPC, Environment/Atmosphere, Audio, and, Gameplay.
